Our Leadership Team
Dave Davis is A-TEC’s CEO. Dave started at the company in 1998 when he was hired to start a maintenance department for the company. It was soon discovered that his ability to restructure, organize, and streamline other departments was needed throughout A-TEC. Dave’s vast work history, flexibility, and his self-motivation has certainly been a huge part of the A-TEC’s success. On June 16th 2021, Dave assumed the role of CEO and has continued A-TEC’s growth through his servant leadership and vision of the future.


Jean Davis brings more than 19 years of experience in revenue cycle management and currently serves as Chief Revenue Officer and Managing Partner of A-TEC Ambulance, Inc.
She began her career in 2006 in patient financial counseling and transitioned into EMS revenue cycle management in 2007. Jean’s professional relationship with A-TEC Ambulance started through a third-party billing company, where she gained deep exposure to EMS specific reimbursement challenges. In 2015, she established her own revenue cycle management operation, expanding her expertise through close collaboration with multiple software companies and industry leaders.
Consulting nationally within the EMS sector, Jean has played a key role in designing and refining billing processes tailored specifically to emergency medical services. Her expertise centers on developing and monitoring meaningful key performance indicators that drive accuracy, efficiency, and long-term financial success. A clear passion of Jean’s is “Patient Financial Care”, and she is driven to provide support, training and understanding in this area.
Jean is also actively engaged in industry leadership and advocacy. She has served for three years as Secretary of the Illinois State Ambulance Associate, participates in the American Ambulance Association Payor Relations Committee, and was recently appointed to the Traumasoft Customer Advocacy Board, where she helps guide product development.
Karl Kuester joined the A-TEC team in February 2022 with over 20 years of EMS experience and leadership. Throughout Karl’s career, he has specialized in start-up and expansion projects within organizations. Some of the notable projects include planning and executing 4 separate hospital moves as well as working with the State of Illinois and IDPH to develop regional protocols for HCID patients. Karl has spoken at national conventions regarding project planning and implementation in EMS. In 2012, Karl received the American Ambulance Association Star of Life award for his dedication to service and patient care within the healthcare industry. We are proud to have Karl serving as Vice President of Administration.


Zack Wills has a distinguished career spanning over 15 years in Emergency Medical Services. His journey began in 2007 when he entered the field as an EMT and then eventually became a paramedic before transitioning to the Communication Center as a dispatcher and later the manager. Currently serving as the VP of Operations, Zack seeks to be the force steering the strategic vision of the organization with his forward-thinking. He prioritizes ongoing education and training for staff, remains actively engaged in growth and development of new leaders, implements innovative solutions to enhance efficiency and effectiveness for the betterment of our organization.
Tim Moss celebrated his 10 year anniversary with A-TEC Ambulance in July of 2023. In Tim’s 33 years of EMS experience, he has worked in several areas of EMS including: paramedic, field training officer, and operations supervisor. Tim prides himself at holding the organization to the standards that we set with our patients and customers.


Martha Augustine joined the A‑TEC team in 2025 and has served in Emergency Medical Services since 2006. A Critical Care Paramedic with extensive experience in ground and specialty transport operations, she has completed multiple disaster deployments and contributed to large‑scale emergency response efforts. Her background also includes developing and overseeing EMS education initiatives, further strengthening her foundation in regulatory standards, program structure, and organizational compliance.
Throughout her career, Martha has held progressive leadership positions overseeing critical care programs, EMS operations, and education teams across multiple regions and states. Her leadership during periods of significant industry challenge and organizational growth earned her recognition as an American Ambulance Association Star of Life. She now leverages her multi-state operational experience, regulatory expertise, and dedication to high‑quality patient care in her role as Compliance Officer for A‑TEC.
As Director of Education, Roger Scott leads the oversight and compliance of EMT, AHA, and NAEMT education programs, as well as employee education and training. He serves as EMS Systems Coordinator, Critical Care Team Coordinator, and IDPH Liaison, ensuring all educational activities align with current standards, regulatory requirements, and the evolving needs of emergency medical services. His role centers on safeguarding high-quality instruction, rigorous credentialing, and the seamless integration of education across clinical and operational EMS environments.
With 35 years of EMS experience, Roger brings a comprehensive educational and professional background to his leadership. He holds an A.A. degree and is credentialed as a Critical Care Paramedic, AHA Training Site Coordinator, AHA Instructor and Training Center Affiliate Faculty, NAEMT Training Center Coordinator, and NAEMT Instructor and Affiliate Faculty. His professional goals focus on promoting and developing the highest standards for EMS providers and educators while supporting administrative and legislative efforts to keep pace with rapidly evolving EMS needs.
